Instructions for filling out form N 23-N

1. Federal statistical observation form N 23-N "Information on the production and distribution of electrical energy" is provided by legal entities (except for small businesses) - energy companies, including enterprises and organizations that own or manage electrical energy generation facilities, OGKs (wholesale generating companies), TGCs (territorial generating companies), grid companies, an organization for managing a complex of electrical networks related to the unified national (all-Russian) electrical network of JSC FGC UES, energy sales and energy supply companies.

Bankrupt organizations where bankruptcy administration has been introduced are not exempt from providing information in the specified form. Only after the arbitration court has issued a ruling on completion of bankruptcy proceedings and entry into a single state register legal entities record of its liquidation (clause 3 of Article 149 of the Federal Law of October 26, 2002 N 127-FZ “On Insolvency (Bankruptcy)”), the debtor organization is considered liquidated and is exempt from providing information in the specified form.

2. A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.

If available legal entity separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

A separate subdivision of an organization is any territorially separate subdivision from it, at or from the location of which the economic activity at equipped stationary workstations.

Recognition of a separate division of an organization as such is carried out regardless of whether its creation is reflected or not reflected in the constituent or other organizational and administrative documents of the organization, and on the powers vested in the specified division.

The completed form is submitted by the legal entity to the territorial bodies of Rosstat at the location of the corresponding separate division (for a separate division) and at the location of the legal entity (without separate divisions). In the event that a legal entity (its separate division) does not carry out activities at its location, the form is provided at the place where it actually carries out activities.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity.

The address part indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, and then its short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

In the line "Postal address" the name of the subject of the Russian Federation, the legal address with the postal code are indicated; if the actual address does not coincide with the legal one, then the actual postal address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

3. The legal entity enters the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) in the code part of the form on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of Rosstat.

For territorially separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the territorially separate division.

4. In section 1 “Information on the production and distribution of electrical energy,” lines 01 - 09 are filled out by legal entities according to the power plants they have on their balance sheet.

5. Line 01 “Electricity generated” provides data on the amount of electricity generated per year.

6. Line 02 “Spent for the power plant’s own needs” provides data on the consumption of electricity spent directly on the production of electricity and heat.

7. Line 04 “Electricity received by the power plant from the networks - total” provides data on the volumes of electricity actually received from the external network (without balancing).

8. Line 06 “Electricity consumption for production and economic needs of the power plant” provides data on the volume of electricity spent for production needs on the territory of the power plant, not directly related to technological process production of electricity and heat.

9. Line 08 “Electricity supplied by the power plant to the network” provides data on the supply of electricity to the network (without balancing), line 09 - including to the network of JSC FGC UES, if electricity is transferred directly to the network of this organization.

10. Lines 10 - 22 are filled in by electric grid organizations, data on lines 10 - 18 are given without balancing flows, JSC FGC UES provides data in balanced terms.

11. Line 10 “Total electricity received into the network” provides data on the volume of electricity received into the network by a given power grid organization, and line 15 “Total electricity supplied from the network” - about its release.

12. Line 19 shows the actual losses of electricity in the network, and line 20 “including commercial losses” - data on the amount of electricity not paid for by subscribers.

13. Line 21 “Electricity consumption for production and economic needs” provides data on electricity consumption by electric grid organizations.

14. Line 22 “Volume of electricity supplied to enterprises and power grids of cities and towns” provides data on the volume of electricity supplied to the power grids of cities and towns of the constituent entity of the Russian Federation in which the power grid is located, as well as to enterprises if electricity is transferred to them directly from this power grid organizations. From the total volume of transmitted electricity, data on the supply of electricity to organizations is allocated railway transport(p. 23), including electric traction (p. 24), as well as organizations for the transportation of oil and petroleum products (p. 25) and transportation of gas and products of its processing (p. 26).

15. Lines 27 - 55 are filled in by sales organizations, both formerly part of the RAO UES of Russia system, and other organizations operating in the wholesale electricity market (InterEnergosbyt, MAREM, NOREM, Transservicenergo, Eskom, Rostorgenergo, Rusenergosbyt, Transnefteservis, etc. ), as well as power plants, the electricity of which is supplied to subscribers (or divisions of the power plant located outside the power plant) directly bypassing sales organizations. These lines provide data on the supply of electricity to subscribers in general, by organization for the relevant main types of economic activity for the organization and to the population.

16. Line 33 does not reflect data on the transmission of electricity to electric grid organizations, with the exception of data on losses paid by the subscriber in electric networks, the volume of which is provided for by the contractual relationship between the sales organization and the subscriber.

17. Lines 35 and 36 provide data on the supply of electricity to the rural and urban population, respectively - subscribers who directly pay for consumed electricity with the sales organization.

18. Line 53 “Resellers” provides data on the supply of electricity to resellers - power grids of cities and towns, as well as sales organizations located in a given subject of the Russian Federation, for its subsequent delivery to subscribers. Section 3 “List of Resellers” provides a breakdown of data on these organizations.

19. Section 2 “Certificate of supply (receipt) of electricity outside (from outside) the constituent entities of the Russian Federation” is filled out by power grid organizations and legal entities that have power plants on their balance sheets that transmit (receive) electricity to power grid organizations located in other constituent entities of the Russian Federation. Column 2 indicates the name of the power grid organizations - recipients or suppliers of electricity.

20. Section 3 “List of resellers” is filled out by sales organizations that provide information about the organizations receiving electricity from them.

21. Section 4 “Electric energy losses in power grids” is filled out by power grid organizations that provide data on actual electricity losses in power grids by voltage type.

22. In section 5 “Information on contracts for technological connection to electric grid facilities” data on the connected (maximum) capacity are provided by electric grid organizations.

The assignment of applications (agreements) to the categories of applicants specified in column 1 is carried out based on the maximum power (maximum one-time load) of the connected power receiving devices indicated in the application (agreement) for the corresponding subcategory of maximum power.

23. Column 5 provides data on the total number of applications received by the network organization during the reporting year from the corresponding category of applicants. Column 6 shows the total volume of maximum capacity for applications received in the reporting year from the corresponding category of applicants.

24. Columns 7 and 8 provide data, respectively, on those concluded in reporting period contracts for technological connection to electric grid facilities for each category of applicants.

25. Columns 9 and 10 provide, respectively, data on the total number of connections to electric grid facilities and the total volume of actually connected maximum capacity under executed contracts for the reporting year for each category of applicants. An executed agreement for technological connection to electric grid facilities is considered to be an agreement under which the parties have signed an act on the implementation of technological connection.

26. Column 11 provides information on the total number of days that have passed from the date of filing each application for technological connection to electric grid facilities until the date of signing the act on the implementation of technological connection in the reporting year. The information is provided in total for all applications for the relevant category of applicants.

27. Column 12 provides data on the total cost of services for technological connection to electric grid facilities for all contracts concluded in the reporting year, column 13 - the total cost of services under actually executed contracts.

If the concluded (executed) contract specifies different values ​​of connected and maximum power, then data on the maximum of the specified capacities is provided.

28. Control based on form indicators:

Section 1:

the data in line 03 must be equal to the data in line 01 minus the data in line 02;

1. Federal statistical observation form N 23-N “Information on the production and distribution of electrical energy” is provided by legal entities (except for small businesses) - AO-energo, AO-power plants, OGK (wholesale generating companies), TGK (territorial generating companies) , distribution network companies, interregional distribution network companies, organization for managing a complex of electrical networks related to the unified national (all-Russian) electrical network of JSC FGC UES, energy sales and energy supply companies.

2. A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.

From the total volume of transferred electricity, data on the supply of electricity to railway transport organizations (p. 23), including for electric traction (p. 24), as well as organizations for the transportation of oil and petroleum products (p. 25) and transportation of gas and its products (p. .26).

21. Data on declared and connected power (columns 3 - 7 of section 5) are provided by electric grid organizations.

This form of federal statistical observation is also provided by branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation in the manner established for legal entities.

In the case of delegation of authority to provide statistical reporting on behalf of a legal entity to a separate division, a separate division in the code part of the form indicates the OKPO code (for a branch) or identification number (for a separate division that does not have the status of a branch), which is established by the territorial body of Rosstat at the location separate division.

4. The form is provided for all power plants (electric generating units) regardless of the amount of power, location of installation of equipment (at the central power plant, in the organization’s workshops, in ancillary production on the organization’s balance sheet), type of current (alternating or direct), the nature of the use of electricity ( for production needs, for lighting or for supply to the outside), type of power plant (electric generator set) - stationary or mobile, thermal, wind power plant, hydroelectric power station, operating or inactive (throughout the year), accessory to the power plant directly owned by the organization or for rent.

The form includes data only on installed power plants and power generating units: operating; temporarily or for a year inactive due to a malfunction, as well as in reserve or conservation; under repair; being in the start-up period, i.e. not put into operation, but producing, albeit irregularly, products, including mobile power plants with a capacity of 5 kW and above (the exception is power plants serving logging, since they are included in the report regardless of power) and stationary power plants with a capacity of over 2 kW.

The form does not include data on power plants (electric generating units) on ships, trains, and vehicles; servicing film carriers, electric welding machines, which together with the working apparatus form a single unit; intended for charging batteries, as well as electric generating units located in a warehouse, in transit, during installation, related to uninstalled equipment.

Data on the indicators of sections 1-4 of the form are given with 3 decimal places.

The data of section 5 in columns 5-11 are given in whole numbers, in columns 12-14 - with one decimal place.

5. Section 1 provides information for each power plant separately: for operating and inactive ones (even if they were inactive throughout the year).

Column 2 indicates the code of the type of power plant: stationary (1) or mobile (2). A separate stationary power plant is considered to be a set of units (primary engine with generator) designed to generate electricity, installed in a separate building or a specially designated part of the building. If electric generating sets are located in different workshops of the same building or in different buildings, but operate on a common panel, then they should be considered one power plant. An exception is the case when the organization has a stationary power plant, which has thermal engines and hydraulic motors as part of its primary engines. In this case, it should be assumed that this organization has two power plants - a thermal and a hydroelectric power station.

Mobile power plants include power trains, a wagon-power station, power plants on automobiles, and all power plants mounted on a common frame and designed to be moved. Power plants purchased by an organization as mobile, but fixed to a foundation, should be considered stationary. A power plant is considered mobile even if it has been operated without moving for a long period of time.

Column 3 indicates the type of power plant according to the type of prime mover according to the technical documentation. Information about the type of power plant is indicated with the words: thermal steam turbine, diesel, with a gas generator engine, and other engines; atomic; hydroelectric power station; wind; geothermal; solar; biopower plant.

Column 4 for each power plant (except nuclear) indicates the predominant type of fuel used for the production of electricity and heat by type of fuel: gas, coal, oil fuel, peat, firewood, industrial waste, other types of fuel, etc.

Column 5 provides data on the installed capacity of power plants, taken into account by the power of the electric generator. If the power plant has prime movers running on different fuels, then column 4 should indicate the type of fuel that is used to operate the engine with the predominant power. If the power plant did not produce heat and electricity, then the type of fuel on which it planned to operate in the reporting year is indicated.

Data on the same type of mobile power plants (electric generating sets) with a capacity of up to 500 kW are given in Section 1 in total, indicating their number in column 1. The same type of mobile power plants (electric generating sets) should be considered those that have the same type of primary engine, use the same and the same type of fuel. If several power units are powered by one transformer, then they should be considered as one generation facility with a total production volume and power.

A change in the installed power of a station occurs only in cases of commissioning or dismantling of equipment, acceptance or transfer of equipment, as well as re-labeling of existing electric generators or prime movers, documented in appropriate documents.

Column 6 provides data on the volume of electricity production based on meter readings for each power plant (electric generating unit) separately, which is on the organization’s balance sheet. Data on the total electricity production for all electric generating installations of the organization must be equal to the data in line 01 of section 2.

6. Section 2 is completed by all categories of organizations engaged in the production, transmission, distribution and consumption of electricity. One organization cannot fill out different columns at the same time.

Column 2 is filled out by organizations that own or operate on another legal basis electrical energy generation facilities (power plants), regardless of the main type of their economic activity, producing electricity, except for electrical networks (hereinafter referred to as Power Plants).

Column 3 is filled out by organizations that own, manage, or otherwise legally operate electrical networks (hereinafter referred to as the Networks).

Column 4 is filled out by energy supplying, energy sales companies, resellers, including those operating in the wholesale electricity market (hereinafter referred to as Suppliers).

Column 5 is filled out by organizations of mining, manufacturing, production and distribution of electricity, gas and water that do not produce electricity, but are its consumers (hereinafter referred to as the Organizations - consumers of electricity).

Line 01 provides data on the total volume of electricity generated per year by all power plants and power generating units on the organization’s balance sheet.

Line 02 provides data on the volumes of electricity actually received from the external network from other sources. The volume of electricity received from the wholesale electricity market is indicated separately (line 03). Power plants that are on their own balance sheet, or organizations that have power plants on their balance sheet that supply generated electricity or part of the generated electricity to the network, provide on this line data on the actual volume (without balancing) of electricity received from the outside, and not the difference between receipt and supply electricity. On lines 03-07, you should indicate the total volume of electricity received from other organizations, and in section 4, column 5, you should indicate in detail the name of the electrical network or reseller and the volume of electricity received from them.

Line 09 provides data on electricity consumption for the power plant’s own production needs, directly related to ensuring the technological process of electricity production and the supply of thermal energy (lines 10-11).

Line 12 provides data on the consumption of electricity for the production and economic needs of an organization that produces products and is in a single technological cycle with a power plant. The expense includes the consumption of electricity for electric smelting, electrolysis, electric welding, obtaining thermal energy in electric boilers, cooking on electric stoves, for the operation of electric motors complete with production equipment, for the operation of in-plant transport (electric cars, electric conveyors, electric cranes, electric forklifts), elevators, as well as for lighting of administrative buildings and premises, production buildings, workshops, warehouses, lighting of the organization's territory, as well as energy consumption for the operation of computers, office equipment, and alarm systems. The amount of electricity consumed for the needs of the organization should be distributed according to its intended purpose (lines 13-16). Information on the volume of electricity spent on the organization’s own production needs of the electric generating unit (block station) is given on line 09.

Organizations with the type of economic activity "Production and distribution of electricity, gas and water", producing electrical and thermal energy, data on electricity consumption at power plants by auxiliary units and boiler houses on the balance sheet of power plants, necessary to service the main production and not related to the technological process production of heat and electricity - reflected on line 12.

Electricity supplied to its departments: housing, public utilities, construction, subsidiary agricultural enterprises, cultural and social services, health services (clubs, canteens, kindergartens, nurseries, hospitals and first aid stations, etc.) is equal to the supply for side. If the organization does not have separate accounting of electricity consumed by these objects, then data on their electricity consumption should be determined using a settlement report. The volume of electricity supplied to these divisions should be reflected in line 32 “Useful supplied to consumers - total” with distribution among lines corresponding to the types of economic activity.

Line 17 provides data on losses in the station electrical network, including losses of electricity in the main transformers of the power plant, which is on an independent balance sheet, and the block station, both when delivering and receiving electricity from the electrical network of other owners.

Line 18 provides data on the actual losses of electricity in electrical networks, including the voltage level in them (lines 19-22). The data is given taking into account the losses of JSC FGC UES.

Line 23 provides data on the volume of electricity not paid for by subscribers.

Line 24 provides data on electricity losses in power grid facilities, taken into account when setting the tariff for services for the transmission of electricity through electrical networks, used only in settlements between power grids and energy sales and energy supply organizations.

Line 25 provides data on technological costs for transmitting electricity through electrical networks. If an organization reflects data on actual losses (line 18), then it should not reflect information on line 25.

Line 26 provides data on the volume of electricity supplied to the party, without balancing, i.e. without excluding the flow of electricity between the power plant and power grids and energy supply organizations for all categories of reporting organizations. On lines 27-31 you should indicate the total volume of electricity supplied to other organizations, and in section 4 you should indicate in detail the name of the power grid or reseller and the volume of electricity supplied to them.

Line 32 provides data on the volume of electricity usefully supplied to consumers - total, including for subscribers of this organization - legal entities, including small businesses, individuals engaged in business activities without forming a legal entity (individual entrepreneurs), by type of economic activity , individual directions and population who make payments for consumed electricity with this energy supplier (lines 32-70).

Lines 43 and 44 provide data on the supply of electricity to the rural and urban population, respectively - subscribers who directly pay for consumed electricity with the sales organization.

Lines 63, 65, 67, 69 provide data on the volume of electricity supplied to non-profit organizations created by the Russian Federation, constituent entities of the Russian Federation or municipalities to perform work, provide services in order to ensure the implementation of the powers provided for by the legislation of the Russian Federation government agencies in the fields of science, education, healthcare, culture, social protection, employment, physical education and sports, as well as other areas.

Line 70 provides data on the supply of electricity to resellers and sales organizations with type of economic activity 40.13 “Electricity distribution and trade in electricity” for its subsequent delivery to subscribers. Section 4 provides object-by-object data on these organizations.

6. Section 3 is filled out by all categories of organizations transmitting (receiving) electricity from organizations located in other constituent entities of the Russian Federation. Columns 2 and 3 indicate their names and location respectively.

7. Section 4 is filled out by all categories of organizations, which must provide information about resellers and network organizations. Columns 2 and 3 indicate their names and location, respectively, as well as the volumes of electricity supplied (column 4) and received (column 5) from the network organization or reseller. Data on the total volume of electricity supplied by network organizations and organizations engaged in trade (resale) of electricity must be less than or equal to the data on lines 26, 41 and 70 of Section 2, respectively; data from organizations on the total volume of electricity received from these organizations - on line 02.

8. Section 5 is filled out by organizations of the “Networks” category and organizations that have assumed the functions of a network organization, carrying out a regulated type of activity for technological connection to electric grid facilities in the reporting year (columns 5-13) and in the previous year (column 14).

This section reflects data characterizing the contractual relationship with an economic entity for technological connection, which is the end consumer of regulated services. Interaction (under contracts) between grid organizations and other legal entities that carry out technological connection to power grid facilities is not reflected in this section of the form.

The assignment of applications (agreements) to the categories of applicants specified in column 1 is carried out based on the maximum power (maximum one-time load) of the connected power receiving devices specified in the application (agreement) for the corresponding category of maximum power.

Grid companies or other organizations that have electric networks on their balance sheet or other legal basis must reflect data on technological connection to electric grid facilities of individuals, individual entrepreneurs, gardening partnerships, garage cooperatives and other applicants without the possibility of defining the type of their economic activity as " Other types of economic activities" for the corresponding capacity categories (lines 133-136).

Columns 5 and 6 provide data, respectively, on the total number of applications received by the grid organization during the reporting year from the corresponding category of applicants, and the total volume of maximum capacity for these applications.

Columns 7 and 8 provide data, respectively, on the number of contracts concluded in the reporting year for technological connection to electric grid facilities and the total volume of connected (maximum) capacity for each category of applicants.

Columns 9 and 10 provide, respectively, data on the total number of connections to electric grid facilities and the total volume of actually connected (maximum) capacity under executed contracts for the reporting year for each category of applicants. An executed agreement for technological connection to electric grid facilities is considered to be an agreement under which the parties have signed an act on the implementation of technological connection.

Column 11 provides information on the total number of days that have passed from the date of concluding contracts for technological connection to electric grid facilities until the date of signing the act on the implementation of technological connection in the reporting year. The information is provided in total for all contracts for the relevant category of applicants.

Column 12 provides data on the total cost of services for technological connection to electric grid facilities for all contracts concluded in the reporting year, columns 13, 14 - the total cost of services under actually executed contracts in the reporting year and in the previous year, respectively. Data on the cost of services for technological connection to electric grid facilities in columns 12-14 are given including VAT.

If the concluded (executed) contract specifies different values ​​of connected and maximum power, then data on the maximum of the specified capacities is provided.

  2. The form combined the previously valid forms N 24-energy "Electric balance and report on the operation of power plants (electric generating units)" (Order of Rosstat dated), N 6-TP (IES) "Information on the operation of electrical networks" (Order of Rosstat dated), N PE "Information on the operation of power plants (electric generating units) on the balance sheet of organizations not related to mining, manufacturing, production and distribution of electricity, gas and water" (Order of Rosstat dated), no longer in force as of the 2014 report.
  3. The form is provided by legal entities (except for small businesses) that own, manage or otherwise legally operate electrical energy generation facilities, electrical networks, energy sales and energy supply companies, as well as organizations engaged in the production of mining, manufacturing, production and distribution products electricity, gas and water.
  4. If a legal entity has separate divisions, this form is filled out for each separate division.
