Story

The reform process was initiated by the then existing Ministry of Education and Science of the Russian Federation and legally formalized in the form of a federal law of September 27, 2013. According to the law, the academies of medical and agricultural sciences were annexed to the RAS, and the organizations that were part of the academies and their property were transferred to the management of a new federal authority (FANO Russia). The agency was subordinate to the Government of the Russian Federation.

December 30, 2013 by order of the Government Russian Federation No. 2591-r approved a list of 1007 institutions coming under the authority of the FANO of Russia; after a series of adjustments, as of November 2017, it included 1,008 institutions. All of these organizations were previously subordinate to the Russian Academy of Sciences, the Russian Academy of Medical Sciences or the Russian Agricultural Academy.

In November 2014, candidates for the commission for assessing the performance of scientific organizations were selected by open voting on the website of the FANO of Russia. On November 25, a Scientific Coordination Council consisting of 45 leading Russian scientists was formed under the Agency.

In 2015, FANO Russia took steps to develop academic libraries - additional funding for central academic libraries in 2015 amounted to 260 million rubles, of which 60 million rubles. for domestic and foreign subscriptions.

From July 6, 2017, the head of the FANO of Russia received the right to determine what information is classified as a state secret.

Structuring science

To structure science in Russia, the FANO of Russia divided all sciences into four sections:

Life Sciences- biological and medical sciences
Sciences environment - Earth sciences, ecology and others.

Since 2015, scientific organizations of FANO Russia have been grouped into 29 clusters, within which the so-called “Indicative Rating of Scientific Organizations” was calculated.

Assessing the effectiveness of science

FANO Russia assessed scientific activity subordinate organizations in accordance with orders and regulations.

In 2017, the purpose of the assessment was to form an effective system of scientific organizations, increase their contribution to the socio-economic development of the country, develop international cooperation in the field of science, increase the prestige of Russian science in society, as well as improve the quality of management decision-making in the field of science. Scientific organizations were divided into three categories for which it was planned to make appropriate organizational decisions (→):

1st category- scientific organizations - leaders of the industry (scientific direction) in the Russian Federation, the results of a scientific organization significantly exceed the values of the reference group, correspond to the world level and it has the potential for further development and improving their activities. → Strategies and (or) development programs aimed at maintaining, strengthening and developing leadership.
2nd category- stable organizations that demonstrate satisfactory performance and have the potential to develop and improve their activities. → Strategies and (or) development programs and (or) recommendations aimed at improving activities.
3rd category- organizations that do not show significant scientific results and are not unique in the relevant industry, which have lost scientific activity as their main activity. → Decision on reorganization or liquidation, and in some cases - on replacing the head.

At the end of March 2018, out of 454 organizations that were inspected, 142 were assigned to the first category, 205 to the second, and 107 to the third.

Criticism of activities

Since there were no people with professional experience in the leadership of FANO Russia scientific work, the media expressed the opinion that the agency was created for the purpose of enriching people close to power. The deliberate collapse of the RAS structures and the withdrawal of real estate previously occupied by RAS institutes were indirect confirmation of this opinion, widespread in the scientific community.

Academician Alexander Sergeev, elected President of the Russian Academy of Sciences in 2017, was also very critical of FANO, noting that its functioning led to “the bureaucratization of scientific activity, the growth of the administrative and managerial apparatus while simultaneously deteriorating the quality of administrative and economic activities.”

Abolition

The agency was abolished on May 15, 2018 by Decree of the President of the Russian Federation. At the same time, a decision was made to divide the Russian Ministry of Education and Science into the Ministry of Education of the Russian Federation and the Ministry of Science and Higher Education of the Russian Federation; the structure of the latter included the now former FANO of Russia. Former head of FANO Mikhail Kotyukov was appointed to the post of Minister of Science and higher education RF.

In accordance with Decree of the President of the Russian Federation of September 27, 2013 N 735 “On the Federal Agency of Scientific Organizations”, the Government of the Russian Federation decides:

2. Establish that the Federal Agency of Scientific Organizations is a federal executive body authorized to exercise the functions and powers of the owner of federal property assigned to organizations that were under the jurisdiction of the Russian Academy of Sciences, the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences before the date of entry into force Federal Law "On the Russian Academy of Sciences, reorganization state academies sciences and amendments to certain legislative acts of the Russian Federation."

3. Allow the Federal Agency for Scientific Organizations to have up to 7 deputy heads, including one first deputy head, as well as in the structure of the central apparatus up to 18 departments in the main areas of the Agency’s activities.

5. The Federal Agency of Scientific Organizations to form a scientific coordination council in order to coordinate the interaction of the Agency and its subordinate scientific organizations with the federal state budgetary institution "Russian Academy of Sciences", including in its composition scientists conducting scientific research at a generally recognized international level.

6. The Ministry of Economic Development of the Russian Federation, together with the Federal Agency of Scientific Organizations, shall submit, within 1 month, agreed proposals on the location of the Agency in Moscow.

I. General provisions

1. The Federal Agency of Scientific Organizations (FANO of Russia) is a federal executive body that carries out the functions of legal regulation and provision of public services in the field of organizing activities carried out by subordinate organizations, including in the field of science, education, healthcare and the agro-industrial complex, as well as on the management of federal property of organizations subordinate to the Agency.

2. The activities of the Federal Agency for Scientific Organizations are managed by the Government of the Russian Federation.

3. The Federal Agency of Scientific Organizations in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, international treaties of the Russian Federation, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, as well as these Regulations.

4. The Federal Agency of Scientific Organizations carries out its activities directly, through its territorial bodies, as well as through subordinate organizations in interaction with other federal executive authorities, other government agencies, executive authorities of the constituent entities of the Russian Federation, local governments, the federal state budgetary institution "Russian Academy of Sciences" and its regional branches, public associations and other organizations.

II. Authority

5. The Federal Agency of Scientific Organizations exercises the following powers in the established field of activity:

5.1. submits to the Government of the Russian Federation draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision from the Government of the Russian Federation on issues related to the scope of activity of the Agency established by paragraph 1 of these Regulations, as well as a draft annual plan work and forecast indicators of the Agency's activities;

5.2. on the basis and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, adopts normative legal acts in the established field of activity;

5.3. on the basis and in the manner established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, carries out the following functions for the management of state property and the provision of public services in the established field of activity:

5.3.1. carries out, in the manner and within the limits determined by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the functions and powers of the founder of organizations subordinate to the Agency, as well as the functions and powers of the owner of federal property assigned to organizations subordinate to the Agency;

taking into account the proposals of the federal state budgetary institution "Russian Academy of Sciences" state assignments for conducting fundamental scientific research and exploratory scientific research by scientific organizations created in the form of budgetary and autonomous institutions and subordinate to the Agency;

5.3.3. develops, jointly with the federal state budgetary institution "Russian Academy of Sciences", a plan for conducting fundamental and exploratory scientific research by scientific organizations subordinate to the Agency, as part of the implementation of the program of fundamental scientific research in the Russian Federation for the long term;

5.3.4. conducts an assessment of the effectiveness of the activities of organizations subordinate to the Agency, including taking into account the assessment of the scientific activities of these organizations carried out by the federal state budgetary institution "Russian Academy of Sciences";

5.3.5. carries out an economic analysis of the activities of state unitary enterprises subordinate to the Agency and approves indicators of the economic efficiency of their activities, conducts audits of financial and economic activities and the use of property assigned to them in organizations subordinate to the Agency;

5.3.6. for the purpose of redistributing property between organizations subordinate to the Agency, assigns federal property to such organizations and carries out the lawful seizure of this property in the prescribed manner;

5.3.7. submits to the bodies that carry out state registration of rights to real estate and transactions with it, documents for state registration of ownership of the Russian Federation and other real rights to real estate assigned to the Agency and its subordinate organizations;

5.4. exercises control over the activities of the Agency’s territorial bodies;

5.5. applies to the courts with claims and law enforcement agencies with statements on behalf of the Russian Federation in defense of property and other rights and legitimate interests of the Russian Federation on issues of management and disposal of federal property assigned to the Agency and its subordinate organizations;

5.6. carries out, in accordance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to ensure state and municipal needs, the purchase of goods, works, services in the established field of activity;

5.7. performs the functions of a participant and executor government programs the Russian Federation, the state customer of the federal targeted investment program in the area of activity of the Agency;

5.8. interacts in the prescribed manner with government bodies of foreign states, international and foreign organizations;

5.9. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.10. ensures, within its competence, the protection of information constituting state, official and other secrets protected by law, as well as coordination of the activities of organizations subordinate to the Agency to protect such information;

5.11. organizes and ensures mobilization preparation and mobilization of the Agency, as well as management, control and coordination of activities in the field of mobilization preparation of organizations subordinate to the Agency;

By Decree of the Government of the Russian Federation of January 20, 2017 N 45, the Regulations were supplemented with subclause 5.11.1

5.11.1. carries out the organization and management of civil defense in the Agency, carrying out civil defense activities, as well as control and coordination of activities in the field of civil defense of organizations subordinate to the Agency;

5.12. carries out, in accordance with the legislation of the Russian Federation, the acquisition, storage, recording and use of archival documents generated in the course of the Agency’s activities;

5.13. carries out, within its competence, the reception of citizens, ensures timely and complete consideration of oral and written requests from citizens, making decisions on them and sending responses to applicants within the period established by the legislation of the Russian Federation;

5.14. organizes additional professional education Agency employees;

5.15. carries out the functions of the main manager and recipient of federal budget funds, the main administrator (administrator) of federal budget revenues, the main administrator (administrator) of sources of financing the federal budget deficit;

5.16. provides information support for scientific and scientific-technical activities of subordinate organizations;

5.17. exercises other powers in the established field of activity, if such powers are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation.

6. In order to exercise its powers, the Federal Agency of Scientific Organizations has the right:

6.1. request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Agency;

6.2. provide legal entities and individuals with explanations on issues within the competence of the Agency;

6.3. involve, in the prescribed manner, scientific and other organizations, scientists and specialists to study issues within the competence of the Agency;

6.4. develop, create and operate information systems in the established field of activity of the Agency;

6.5. form advisory and expert bodies (councils, groups, collegiums) in the established field of activity;

6.6. make decisions on conducting an audit of the scientific activities of organizations subordinate to the Agency, with the involvement of leading scientists;

6.7. create, reorganize and liquidate territorial bodies of the Agency in accordance with the established procedure;

6.8. cancel decisions of the territorial bodies of the Agency taken by them in violation of the legislation of the Russian Federation;

6.9. establish, in accordance with the established procedure, mass media for the publication of information, including official announcements, as well as for posting other materials on issues within the competence of the Agency.

7. The Federal Agency of Scientific Organizations does not have the right to exercise control and supervision functions in the established field of activity, except in cases established by decrees of the President of the Russian Federation and decrees of the Government of the Russian Federation.

The restrictions on the powers of the Agency established by the first paragraph of this clause do not apply to the powers of the head of the Agency to resolve personnel issues and issues of organizing the activities of the Agency, as well as to the powers to control activities in the Agency headed by him (its structural divisions) and the territorial bodies of the Agency.

III. Organization of activities

8. The Federal Agency of Scientific Organizations is headed by a director appointed and dismissed by the Government of the Russian Federation in agreement with the President of the Russian Federation.

The head of the Agency is personally responsible for the implementation of the tasks assigned to the Agency and the exercise of its powers.

The head of the Agency has deputies who are appointed and dismissed by the Government of the Russian Federation on the proposal of the head of the Agency.

The number of deputy heads of the Agency is established by the Government of the Russian Federation.

9. The structural divisions of the Federal Agency for Scientific Organizations are the departments for the main activities of the Agency. The directorates include departments.

10. Head of the Federal Agency for Scientific Organizations:

10.1. carries out direct management of the Agency;

10.2. issues, on the basis and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts and instructions of the President of the Russian Federation and the Government of the Russian Federation, orders and directives on issues within the competence of the Agency, and on issues of the internal organization of its work, and also organizes inspections their execution;

10.3. approves regulations on the structural divisions of the Agency’s central apparatus and its territorial bodies;

10.4. appoints and dismisses employees of the Agency's central apparatus, heads and deputy heads of the Agency's territorial bodies, concludes and terminates service contracts (employment contracts) with them, makes changes to these contracts (agreements);

10.7. approves the structure and staffing table the central office of the Agency within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, as well as the budget estimate for ensuring the performance of the Agency’s functions within the limits of budgetary allocations provided for in the federal budget for the corresponding financial year and planning period;

10.8. approves the structure, number and wage fund of employees of the Agency’s territorial bodies within the limits established by the Government of the Russian Federation, as well as the budget estimate for ensuring the performance of their functions within the budget allocations provided for in the federal budget for the corresponding financial year and planning period;

10.9. submits proposals to the Ministry of Finance of the Russian Federation on the formation of a draft federal budget in terms of financial support for the performance of the Agency’s functions;

10.10. submits to the Government of the Russian Federation proposals on the maximum number, wage fund of employees of the Agency’s central apparatus and its territorial bodies and proposals on the location of the Agency’s territorial bodies;

10.11. makes decisions on the creation, reorganization and liquidation of territorial bodies of the Agency within the limits of the wage fund and number of employees established by the Government of the Russian Federation based on the layout of territorial bodies;

10.12. submits, in accordance with the established procedure, employees of the Agency and employees of organizations subordinate to the Agency for conferring honorary titles of the Russian Federation and state awards of the Russian Federation, and also applies other types of incentives;

10.13. establishes, in the manner established by the regulatory legal acts of the Russian Federation, a departmental insignia, which gives the right to confer the title "Veteran of Labor", and other departmental awards and awards them to employees of the Agency's central apparatus, its territorial bodies and subordinate organizations, as well as other persons carrying out activities in the established field, approves the provisions on these signs and awards, as well as their descriptions;

10.14. applies in accordance with the established procedure disciplinary action to employees of the Agency and heads of organizations subordinate to the Agency;

10.15. submits to the Government of the Russian Federation proposals for the creation, reorganization and liquidation of organizations subordinate to the Agency, taking into account the position of the federal state budgetary institution "Russian Academy of Sciences" in relation to scientific organizations;

10.16. approves the charters of organizations subordinate to the Agency, appoints (approves) in the prescribed manner the heads of organizations subordinate to the Agency, concludes and terminates employment contracts with them, and makes changes to these contracts.

11. Financial support for the performance of the functions of the Federal Agency for Scientific Organizations is carried out from the federal budget.

12. The Federal Agency for Scientific Organizations is legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established sample, has an emblem, flag and pennant established by the Agency in agreement with the Heraldic Council under the President of the Russian Federation, as well as accounts opened in accordance with legislation of the Russian Federation.

13. The location of the Federal Agency for Scientific Organizations is Moscow.

1. Approve the attached Regulations on the Federal Agency for Scientific Organizations.

2. Establish that the Federal Agency of Scientific Organizations is a federal executive body authorized to exercise the functions and powers of the owner of federal property assigned to organizations that were under the jurisdiction of the Russian Academy of Sciences, the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences before the date of entry into force Federal Law "On the Russian Academy of Sciences, reorganization of state academies of sciences and amendments to certain legislative acts of the Russian Federation."

Regulations on the Federal Agency for Scientific Organizations

I. General provisions

2. The activities of the Federal Agency for Scientific Organizations are managed by the Government of the Russian Federation.

4. The Federal Agency of Scientific Organizations carries out its activities directly, through its territorial bodies, as well as through subordinate organizations in interaction with other federal executive authorities, other state bodies, executive authorities of constituent entities of the Russian Federation, local government bodies, federal state budgetary institutions " Russian Academy of Sciences" and its regional branches, public associations and other organizations.

II. Authority

5. The Federal Agency of Scientific Organizations exercises the following powers in the established field of activity:

5.3.2. approves, taking into account proposals from the federal state budgetary institution "Russian Academy of Sciences", programs for the development of scientific organizations subordinate to the Agency, state assignments for conducting fundamental scientific research and exploratory scientific research by scientific organizations created in the form of budgetary and autonomous institutions and subordinate to the Agency;

5.8. interacts in the prescribed manner with government bodies of foreign states, international and foreign organizations;

5.9. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.11. provides its own mobilization training, as well as control and coordination of activities in the field of mobilization training of organizations subordinate to the Agency;
